What does HALT do?
HALT was formed in 1998 by members of the gay community who felt the police were not treating homophobic hate crime adequately. Now confident that this has changed, HALT has grown and developed into a multi- agency partnership working to make Oxfordshire a safer and more inclusive community for lesbian, gay, bisexual and transgender people.

The partners work together to:

encourage the reporting of homophobic, biphobic and transphobic incidents to the police, HALT or other third party reporting service
•    identify issues affecting lesbian, gay, bisexual and transgender people in Oxfordshire and help to actively address them
•    improve service providers’ awareness about LGBT issues
•    encourage the exchange of information between partners, individuals, groups and service providers
•    ensure crime and disorder partnerships address homophobic abuse
•    raise awareness of personal safety and the help and support that organisations can provide to the LGBT  community
